my Toshiba satellite p755d charge very well when it is off but when on the power that indicate its charging start blinking

My laptop charge normal when its off but when on the light that indicate its charging will start blinking please what could be the problem? Because am as well getting confused

This sounds like it may be a setting within Toshiba. Have you checked the power settings and the options for charging while on? Go into the Control Panel>Power Options and look in there.
