Alrighty my friend, it sounds like the Element TV (circa 2010?) may not be HDCP compliant. What I have researched is that some early HDMI-equipped TVs were sometimes flaky and made it difficult devices to reliably complete the HDCP "handshake".
You may be able to force the handshake by turning both the TV and the DVR off, then turn the TV on first and turn the DVR on afterwards. Usually the TV needs to be on first so it can answer the HDCP query sent by the DVR when the DVR is turned on. Try that?
The only thing I'm doubting about this in particular is that if that were the case you would most likekly receive message saying "This device is not HDCP Compliant" instead of "no signal"... So that leads me to my next possible thought...
