Need a pc for video editing and streaming budget needs to be around 500 or 600

I play competitive call of Duty and want to start a YouTube and begin to stream but my budget is very low. It doesn't need to be an amazing computer just something that can stream in 720 or something like that. And also which is the most user friendly video editing software? I found that iMovie was very easy to use. Thank you. Budget is around 600
