Hello, I am a technology specialist by trade, but this is confusing me to my limit.
My old motherboard died, so while I save up for my replacement/upgrade mobo I switched out the damaged one for an Asus micro ATX I had laying around.

I stream and record so before the switch my audio was great when the mic was at 30%, but now the microphone can be literally at zero percent, have audio while being incredibly loud...

The microphone is an Audio-Technica ATH 2100 and the mobo is an Asus h110m-a.

I can't seem to get it to where it used to be

Have you installed the drivers for the motherboard?
If that doesnt help, an easyish workaround would be to install and use VoiceMeeter. I use it for the opposite reason that you do. My usb mic is too quite and I use VoiceMeeter to boost it but you can also use it to lower the volume. It can be tricky to setup so if you decide to use it, I can help you get it set up

Yes,all of the drivers are installed.
That's actually not a bad idea, I'll try it, but I'm stull wondering why this happened.

I am well versed in the types of microphones and I'm afraid that this is not the issue, this microphone worked just fine until
I installed the new motherboard.
