No ARC on sound bar.

TV to Foxtel using TV ARC HDMI to Foxtel HDMI. Optical cable from sound bar to Foxtel. Sound bar has TV inputs for optical or coax only (no ARC). TV set to ARC. Cannot get TV remote to control volume and have to use sound bar remote.
What else to adjust?

Which Foxtel box is it?

Which soundbar brand and model is it?

Which TV is it? Is the remote an universal one?

The only way the TV remote will control the soundbar is if it's connected to the TV with HDMI and CEC is turned on.
The Foxtel box can connect to any HDMI input. ARC serves no purpose in this case.
The only way you can use one remote is to get a Logitech Harmony remote which can be programmmed to operate the Foxtel, TV and soundbar.
