I own a Dell XPS 420 with optical sound on the soundcard. I am trying to record my YouTube play through on Garry's Mod. I am wondering how to have sound playing on both optical and the headphone jack so that my Turtle Beach and my Hauppauge receive input. I usually have to pick which channel to play on so either I don't hear it at all until playback (Hauppauge) or it's not in the video (Headset). Is there anyway I can duplicate the sound channels so that it plays on both or is it even possible?

Unfortunately, with any form of windows past XP, you can't make the same sound source play through two outputs. You could have it come out a 3.5mm jack and into a splitter, but...

For some reason, they've never implemented that technology, and using two audio sources through two sets of speakers is also extremely difficult aside from their built-in "default audio / default voice."

I've been trying to do something like what you have for a long time, and it's just not feasible.
