When I turn cable tv on and my surround system is on, I have visual but no audio.

Check the cables connected if it's properly plugged in. Make sure also that volume is not muted and 5.1 sound is selected.

Have you connected the DVD/HTS so it receives audio from the TV?
The HDMI output of the DVD/HTS won't do that in this case so you would connect the optical audio output of the TV to the matching input on the DVD/HTS.
Check the TV manual on how to turn the optical output on. You may also have to turn the TV speakers off.
