pc connection failed

I have this problem ever since my pc has reformatted. and tried and research a lot to fix this bug. but unfortunately it hasn't been fixed yet.
I am connected to a homegroup but everytime I click to the "specific" computer, it says that: "\\PC-Name is not accessible. You might not have permission to use this network resource. Contact the administrator of this server to find out if you have access permissions.

The network is not present or not started. "

What is this other computer you are trying to connect to? Are all the computers in the same homegroup and is the workgroup name the same on all the computers? Rights on that share have been setup? Is this the only issue with the system now? A new Windows setup will have all new accounts on it, even if they are the same name as before.
