pc won't restart from restart command

restart command doesn't work. Example-- I go to the windows button on the lower left side of my computer, I click and the the options of "sleep", "shut down" or "restart". I choose restart, PC shuts down but power remains and never restarts. I have to manually shut it down to restart.

some mb with the efi bios the efi bios can lock up. with the power off and unplugged clear the cmos see if that fixes your issues.
