photoshop "Choose Layer > Video Layers > New Blank Video Layer" not showing up

"Choose Layer > Video Layers > New Blank Video Layer." not showing up

I have photoshop CC.

Do you have a file open when you attempt to add the "New Blank Video Layer"? I only ask because when I opened a file I was able to add a "New Blank Video Layer". I am using Photoshop CC 2017.
