Privacy of Portable Wifi Router using a SIM card

my friend is using a portable wifi router with a SIM card registered to his passport. The government in his country is stepping up surveillance and he wants to protect his privacy. If he pays for an iPhone vpn, will his information be safe from spying/tracking? Would his SIM card be hidden like his IP address?

If the government is spying on him especially then I am pretty sure that they would have no problems asking the provider to give out information on the registered number. Therefore even if he is using a VPN the gov. knows where the connection is coming from. If he really wants to stay secure he should get a sim card from someone else and then use a second phone, not registered on his name. However, if the gov. really is spying on him then he should really step up his game and ditch the iphone, windows and any other things registered to his name.

So they could see his connection, but they wouldn't be able to see the content though, right?
