Problem with USB Ports on my laptop (video inside explains it better)

When did it start happen?
Type in start power options, after it opens set high perfomance (it may increase heat from laptop).
Now you can select change plan and change advanced power settings.
Now another windows should popup.
Now find usb settings then tick + to expand and expand the usb selective suspend settings, and change from enabled to disable.

Try this http://www.tomsguide.com/answers/id-3086157/usb-ports-work-plug-device.html
and this helped me a looooooooooong time ago https://www.pcworld.com/article/2474687/what-to-do-when-your-usb-device-doesnt-work.html

Sorry for being copy paste guy but there is better explanation.

Make bootable Ubuntu Linux. You just need USB, after creating you maybe need to go bios and change boot order. If it wont boot try without secureboot in bios.

Test your usb ports, if you dont have same problems this is Windows driver related stuff. Just a good way to rule out or atleast decrease chances of harrdware faulty
