Question about 4GB vs 8GB laptop ram

I have an old acer aspire 1430 ultrabook which is 4 years old. It had no use until I decided to use it for school purpose. After 1 week analyzing its parts, speed and performance, I concluded:

1. It needs an SSD which i replaced.
2. Overheating on idle 70 'C and load 90 'C. Found that its heatpipe is expired so I replaced. Now its idling around 45-50 'C and load at 65 'C.

3. Now I'm facing sluggish performance (rarely 10-20%) and I thought maybe 4GB ram is bottle necking.
Can any expert/pro verify that I will gain better performance on 8GB ram?

Specs: Win 8.1 64bit - Core i5 520um, 4GB DDR3 800(i think), samsung evo 840 250GB.

My daily usage would be MS-Office, SQL server (for school), browsing, music, PYTHON programming and JAVA eclipse.

Another question popped in mind. According to intel's website the cpu can only support upto DDR3 8GB 800MHz ram. I couldn't find 800MHz. Lowest is 1066MHz so will 1066MHz work? I tried 1600MHz DDR3 and It didn't.

You will probably have to get a better CPU :( . 8 gigs of RAM is becoming the norm and is only around $20 more than 4 gigs. 800 MHz RAM is not very good, most people are getting 1600 mhz
