RCA not factory reset formal ower still coming up

My RCA tablet 2n1 combo will not factory reset, I follow the instructions correctly and keeps going to black RCA no picture of the dogs, and the the formal ower name came up, what should I do?

You need to get in touch with the owner to be able to remove them from the tablet. We cannot help with that.
