Select proper boot device

Kindly tell me the solution that I have a Toshiba satellite c850 laptop.
Today I installed windows on it and when restarted it,it didn't turned on. A message was displayed that select proper boot device and media test failure.
Kindly I request you all to tell the solution asap.

Remove the CD for windows and the usb if you have one.
Open the bios settings by pressing the del key when you power on your pc
When in the bios, go to the boot tab and move your hard drive to the top of the list
Save settings and reboot.
 
Hard drive is on the top then usb and after that ODD is present i have again selected the hard drive nd saved the settings but still no change....:??:
 
how did you install windows on the hard drive, off a 2nd partition of the hard drive, dvd disk or usb device?
