I'm looking to get a quality surround sound for as cheap as possible. I live in an apartment and I want to hear dialog clearer at lower volumes.

Before buying a specific soundbar, verify that you have the appropriate outputs on your TV. Most soundbars use HDMI or toslink (optical) as input. Verify that your TV has appropriate outputs.

are you suggesting I get a soundbar for clearer sound at lower volume? I only have about $100 bucks. Would I really see an increase in low volume audio quality?

I would recommend wireless headphones. A soundbar might improve things. I think you need to go to a store where you can listen in a quite room and turn the volume DOWN. Then ask them to disable the soundbar and use the TV speakers. Only you can determine if you will benefit.
