SIP in Internet Explorer

Hi,
is there a way to disable auto pop-up of the SIP panel in
Internet Explorer ? I am running a web based application,
and i don't want the keyboard to pop-up each time I enter
in a input form because we are using a PPC with bar code
reader instead of the keyboard.
