Solved! Software that will do X whenever a specific other device connects to network?

I'm not sure if this even exists or not yet but to get specific I'm looking for a program that would throttle my downloads on my computer in my bedroom whenever my dad gets on his TV in the living room so that it doesn't affect his Netflix. I want to be able to set it up one time and not have to worry about it anymore. I currently use qBittorrent for my downloads and I have it scheduled to start and stop downloads at specific hours of the day but there are some days he doesn't even get on the TV at all. My internet speed is terrible so I want to take advantage of the free time.

Using the router QOS settings will do this, but you need to check the router settings if yours can do that. It will let you shape the traffic based on device to give priority.

A router capable of OpenWRT will have the QoS features hang-the-9 suggests. For more control and more money consider UniFi Dream Machine.
