Things i have done to try and fix this:
Disable my GPU
Update GPU drivers
Install & Uninstall Quicktime
Download latest version of DirectX9

Solution
Let me guess, you have a Nvidia GPU and you are runing MSI Afterburner.
Easy fix - CLOSE MSI AFTERBURNER WHEN U WANT TO RENDER!
Hope this helped you as it helped me :D

Holy crap dude, that worked. Handbrake wasn't launching for me. Had been using Afterburner to start with Windows forever. Turned it off and bam. Handrake opened. I would never have figured that out. Thanks

Fkn Genius! Thanks, also fkn afterburner.
Another solution is to add the softwares .exe via RivaTuner and set it to None, that fixes it also if you need Afterburner running.

I know this is solved but the real problem is with RTSS. Just put vegaspro.exe in the app list and set detection to none like this. As you can see, handbrake is there as well.
