Solved! Soundbar CEC in non ARC channel

i want to use my ARC channel (4K @60hz) for apple tv but retain cec on my soundbar.
But can figure it out. will the below work?

Current Config
TV: - Source:
HDMI 1(2.0): - PS4 Pro
HDMI 2(2.0)(ARC): - Soundbar (hw450)
HDMI 3(1.4): - Apple TV Gen 2
HDMI 4(1.4): - unused
Toslink: - unused

Preferred Config:
TV: - Source:
HDMI 1(2.0): - PS4 Pro
HDMI 2(2.0)(ARC): - Apple TV Gen 2
HDMI 3(1.4): - Soundbar (hw450) - for cec purposes(?)
HDMI 4(1.4): - unused
Toslink: - Soundbar (hw450)

Solution
There is no reason to change your current configuration.
The soundbar will only function if plugged into the HDMI-ARC input. No other HDMI INPUT will send audio out to a soundbar.
CEC is completely independent from ARC so it will work over all HDMI inputs. Whether is works correctly is another matter.
ARC serves no function of any kind for an Apple TV or any other source. Plug the ATV into any non ARC input.
