Stuck on phone logo Smartphone

Please,Help I have ArcMobile 401D 4.2.2 android Jelly Bean ...I was on the root folder of my SmartPhone then i go to System and go to Apps then i deleted apk`s and something i thought it will decrease the phone usage of My Internal Memory when i deleted Apk and other Stuff.... My Phone Rebooted And Stuck With ArcMobile Logo Screen..I tried to take off the battery and put it again..Still didnt work..Please Help ..I Wished i Didnt deleted those things..Like the Setting.apk and etc.

Any Help Will be Great..Just tell me all u know Thank You

Sir Phillip,Thank you for your answer but..I aldready did that Still didnt work..?When i chose WipeData/Factory Reset At recovery Menu And Rebooted still didnt work..Still have Any Ideas Sir..
