this is wht i found this is the same problem my laptop faces as when i shut down the power button still on and fan is in working condition need to know why is that so and wht is the solution for this problem

It may be clogged with dust and is overheating. You may need to open it up (or have a shop do it) to clean it out.

Windows is hanging most likely. You should find the answer in the Windows event logs
