Toshiba Satellite C855 rebooting

I am unable to log onto my laptop; the laptop keeps on rebooting.

I get the following message on blue screen: Your
PC ran into a problem and needs to restart. The laptop then automatically reboots constantly. I do not see the error message.

I have formatted my laptop, but to no avail.

Please help
Is this a hardware or software issue?

Hi,

I tried to format my laptop, but could not.
After I typed in Yes for the format process; the screen goes blank, 5 minutes later get blue screen error message then laptop reboots.
