Transparent video overlay

Hello, i want a video player that will allow me to play mpeg, avi, wmv and mkv files, in a transparent full screen click through overlay. There was a program by ATI long ago that allowed you to do just this and it came with there TV pro cards. I am aware that this takes more power from the computer and such. i have more than enough hardware to support what im looking for.

anyone know of a program that can do this?
