TV plays 30fps (not smooth)

I wanted to show a video but I am unable at the moment but everytime I play a game, each consle, and it's 30 fps, it isn't smooth. This is only for video games and not video. This has to do with the TV though. It sort of repeats the image real fast and isn't a smooth image. It's like 30fps on the pc. I have changed settings and stuff and dont know what to do. It is a Samsung plasma btw.

Ow never mind,this solution will be expensive

Only solution I have is the "Game Mode"...sorry
