And a new GPU as well.

Nah, he could upgrade it to a Non Skylake Intel /non intel cpu and save a few pennies while keeping the ram.

But we are still talking about a heavy spend.

A new build will be much more affordable once the new AMD RX480 comes out. I built a completely new VR ready PC for under $800, and I got a GTX 970. You have a PSU and case, with a more affordable GPU ($200 RX480) it may not be as expensive as you think.
