Utorrent doesn't work correctly please help!!!

When I open and download something on utorren, no matter how many seeders there are it still never goes higher than 1,0 kb/s plus the internet stops working. For example I can't go on the internet or play online games but as soon as I close utorrent everything works again

In my fathers computer we have bit torrent and it does the same thing
