Verizon Fios Download Speed Severely Slowed Down

My computer crashed and I just had it reset, I set it up and got all the Internet Settings done, when I went to download some things off of Chrome I downloaded it and it took and enormous time to download 254MB I know before the reset It could download 2GB files in about 10 minutes or so. I am wondering if there was a way to fix this.

Specs:
OS: Windows 7
Browser: Chrome
Service Provider: Verizon

The internet is not slow per se because I am still able to stream YouTube videos at 720p with no buffering or lag. It is just the download speeds are tremendously slow.

Go to www.speedtest.net and see what speeds both up and down you are getting, Then report back.
