Video Quality Issues

I am having issues with all of my browsers not being able to play high quality videos. I have tried Internet Explorer and google chrome. It lets me select the quality, and quality does change, but it doesn't play at the sharp 1080p. It is still pixelated and fast movements make it even worse. I can run all my games in 1080p no problem, looks beautiful. I've tried Twitch, YouTube and just about any website with videos and none of them will play in the highest quality. I'm guessing it is something to do with my flash-player but can't figure it out. Any suggestions will be greatly appreciated.

What's your internet like? If your internet doesn't meet the requirements you aren't going to be able to play higher quality videos.

Internet is more than fine. getting roughly 100 mb/s Down Load and 11 mb/s Up Load

And you are sure that it's not simply that whatever you're watching is simply not being streamed in 1080p?

yea I compared with a buddy who has the same monitor as me just bigger and his is crystal clear. i still haven't figured anything out... *sigh
