What computer shall I use for animation?

I always loved to animate a movie or 30 minute show, draw, and make clothing, but animating just hits me. I always have ideas for animation in my mind, but I never was able to animate because on my laptop I can never learn how to animate on it. So I always try to find the right computer to animate. What computer shall I use for 2D/3D animation?

You can do it on pretty much any computer as long as you are patient enough. You generally need a pretty powerful rig to get things done quickly. What kind of budget are you looking at and what software would you be using?
