What does message 2 switch 191 mean for a cell phone call?

I tried calling my girlfriend, and she had mentioned that her phone bill was due and it would most likely be shut off soon, and when I tried calling her before work this morning, it said the person I am trying to call is unavailable, please try again later. Her and I also got into an argument the night before. I'm wondering if my number has been blocked, or if her phone has been shut down?

How do you know when she said her phone bill was going out that she was just planning on blocking you, and she just didn't have the heart to say that she was blocking you?

I never though I would be giving girlfriend advice on tomshardware, haha.
