What is a good cellular telephone for tethering, or allowing internet access to other devices?

Preferably it would be a Samsung phone.

The phone does not matter much, it's the service provider that offers tethering options, check their support for tethering and data usage.

If you just want a good Samsung phone, of course their flagship models S7 now, are the best.
