Question Which device to chose for live video streaming?

Hey guys. I'm buying a laptop that I am going to use for live video streaming with a webcam, no games.
I have two options. First option is the cheap option and the second is over two times more expensive. I want to spend as less as possible but I need to pull off acceptable quality and fps for a couple of hours. So here are the options.

i7 2620M (second generation) with intel HD graphics 4000
or
i7 5500U 2,4GHz (fifth generation) with AMD Radeon R7 M260X

they are both dual core(I thInk), 8 ram, 250GB SSD

So I am wondering can I do it with the first option?

I would go with the second one if you want to get the most out of what you are recording.

I'll go with the second one I guess. I also forgot to mention they're both second hand.

Well being second hand makes a difference. It is going to depend on the original user.
