I would advice you choose the nexus 7 2012 tablet because unlike the dells 2gb ddr2 the nexus has 1gb ddr3 and quad core processor which would never freeze or lag up on you. The nexus 7 has the KitKat upgrade which will also improve performance unlike the dell tablet

Nexus 7 - I have it and strongly recommend it. Plus if you are the tinkering type it is easily rooted and custom ROMs for it are simply amazing ( and some add USB host capability 😀 )

also how to do it safely as i don't know how to do it or what are the reason people change roms
