Why does the DVD menu look like junk using Adobe

I went and made a home video and the menu looks extremely bad the titles have invisible shades and all pixelated and choppy and the actual video looks like it's a low resolution I'm running of of a 980ti and 5830k so it's not hardware I'm using Adobe premier elements

Which version of Adobe Premiere Elements? Also, I recommend using Adobe Premiere Pro (CS5 or above) if you have the money.

Using premier elements 12 and yea it would be nice but I don't use it enough to spend that kind of money I would spend 300 if it's worth it but not 600+ Because I just play around on free time maybe edit a video for a friend or what ever
