why isn't my computer reading the hdmi cable

So ive had this pc for 2 DAYS. so ive been playing for a while and tried to open star wars the old republic last time the screen went blue so i tried again and same thing happened. So i pushed the power button on the pc and turned it off. When i restart the pc the monitor does not say "no signal" but its just all blue. I used my ps4s hdmi cable and i saw the loadibg screen of the pc and then it went blue again. Help?

The video resolution of the PC may be set too high for the monitor. The loading screen is always set to a low resolution.

Ok but how do i fix it?
