Why my old laptop is better than my new laptop ???

so i have 2 laptops and here is the spec :

compaq presario CQ43 (old)
-processors : Intel Pentium b940 2ghz
-ram : ddr3 2gb
os : windows 7 ultimate 32bit

hp g42 (new)
-processors : Intel core i3 390m 2.6ghz
-ram : ddr3 6gb
-os : windows 10 pro 64bit

both of my laptop is using Intel hd graphic

and after i test both of my laptop. i'm very surprised because my old laptop is better than my new laptop. my old laptop get 25fps when playing skyrim (on low graphic setting) but my new laptop only get 12fps

idk why that thing happened. please tell me how to fix this problem

Because your "new" laptop uses older technology than your "old" laptop.

The Pentium B940 is based on Intel's 2nd generation Sandy Bridge Core i3/i5/i7 CPUs, and that is when Intel decided to actually design an integrated graphics core with decent performance. The Core i3-390m is a 1st generation Core i3 CPU with a less powerful integrated graphics core. The best thing to do is get a refund and save up more money for something a bit more modern.
