Why won't my downloaded files work?

Whenever I download something using chrome, or IE, it wont open.

What kind of stuff were you downloading, from where, what file types, do you have anti-virus, all the normal issues... Also, did you try with Firefox (or do you have Firefox?

Did the download complete all the way? What's your ISP and/or download speed? Scanned for viruses?
