Ive been looking to buy a gaming laptop for a while now and have decided this is the one for me and have also been wanting to start playing vr game but have been wondering will this pc be able to run them at a Good frame rate ?

Absolutely yes. Make sure you have the necessary cables. The laptop will need an HDMI cable running to the TV and another one to the link box. .

The issue is the 3GB of VRAM. That means your game settings will have to be reduced to make sure you don't exceed your VRAM limit. It's also a 1060 which is a mid-range GPU that is slightly less powerful than its full size desktop counterpart. The CPU(7700Q) won't have any problems at all.
