Windows 10 creators update can't boot into safe mode

I can install window 10 Creators update on my dell latitude d520, 2gb ram. Installation 75% complete but laptop accidentally shutdown and restart the laptop but can't start and still see endless boot loop. I tried safe mode in advance repair option but can't start in safe mode still endless boot loop. I request can you please help me.. ..

download window 10 iso from Microsoft website and do a inplace upgrade

yeah its boot into bios but can't start in safe mode

If you can boot into bios do the inplace upgrade

As far as I'm aware you have to be booted into Windows to do an in-place upgrade but I'm trying to find out how to run it in Safe Mode so if anyone can advise on that! 😉
