Windows opens and closes in slow motion?

Hi, I have Dell Vostro 3750, maybe somebody can say what is wrong with it. Windows like my computer, document, web browsers and etc. opens like slow motion, and closes the same. Maybe there is hardware, or drivers problem? It's really annoying. Windows 7 64 bit.

Here are some troubleshooting steps that may help in solving or identifying the issue.
- Start by doing a hard reboot with your laptop, remove its battery and AC adapter then press and hold the power button for 20 seconds then try boot it up and test it.
- If it doesn't work try it in Safe Mode and see if the same problem will persist or not.
- While the laptop is booting up repeatedly press on F8 until it loads Advanced Boot Options then select Safe Mode with Networking.
- Once in Safe Mode and it works normally do a complete virus/malware scan. Please use the link below for the complete tools and guide you can use.

- Once done, reboot your laptop and it should load in Normal Mode then observe it again.

If your laptop will be the same in Safe Mode the problem lies in the HDD itself.
- Try running a hardware diagnostics with your laptop and see if it will pass or fail.
- If does Fail you'll need to replace the HDD.
- If it will Pass your last option would be to reinstall Windows 7.
