Windows overlapping even when it is the windows that is open

When I have maybe Chrome and Steam open at the same time, and lets say i open steam, then I decide to click on google on my task bar, the google windows doesn't go up front like it should

Why is that?

The description of events aka "google doesnt go up front" is an indication that google is not getting the "focus" as it should.

Not really sure about much beyond that but may have one lead - not happy with it per se as being a viable fix.

However, what version of Windows are you running? I will dig a bit deeper.
What is happening is Chrome or Steam is "stealing focus" or otherwise not allowing the google window to be up front.

Could be deliberate, some "perfect storm" of events or some software bug.

Do some experiments to narrow down the specific circumstances to the point where you can create the problem at will.

E.g. Close Chrome and see if google will go up front while Steam is opened. Or vice versa.

The offending software needs to be identified.

It seems to happen only to google i have tried different combinations

google and steam = google doesnt go up front

google and windows explorer = google doesnt go up front

google and steam and windows explorer = google doesnt go up front
