Hi, I'm a writer and I have a scene set in the middle east where an agent takes photos from inside a slow moving blacked out car (during the day) is this technically possible?

Depends on which windows. Most laws require forward windows to have lighter tint. Front seats for example have lower tint. If inside the vehicle is dark enough the tint will only have a small effect on the image.

Yeah 100% possible, assuming its like limo tint or even mirrored tint.

Its kind of like how you can see inside a lit house at night, but they can't see you out in the dark.
But if they turn all the lights off, and the porch light on - the inside of the house is pitch black, but you can see the person out in the yard clear as day.

Being inside a dark tinted vehicle only provides security because the inside of the vehicle is DARKER than the exterior. If there were a bunch of lights on in the car, but the outside was dark - the effect of tint would be opposite and you'd be unable to see out, and everyone else could see in.
