Youtube Lagging Badly

Very recently, I have been running into lag issues when watching Youtube videos. I used to be able to watch them crystal clear, as I have a fairly new build I made in May. However, now the videos are slow, laggy, disjointed, choppy, skipping, etc. Some videos seem to do better than others, some being so bad that the video image and sound are all over the place and completely out of sync. It's pitiful to watch.

I have tried enabling/disabling shockwave plugins from the chrome plugins menu, that didn't work. I have tried uninstalling/reinstalling Chrome, that also didn't work. I even tried performing a system restore to go back to a time when the videos worked, and that, of course, didn't work. I have no idea what the issue is.

It should NOT be a hardware issue. This is a brand new build, and my parts shouldn't be old or outdated. I also believe the parts I chose should be more than enough to handle a simple Youtube video at moderate quality, it's not like I'm trying to view 1080p videos, and likewise I should not have to downgrade to 180p, because I KNOW my system can handle an above average quality.

My specs are as follows:

Windows 7 64-bit OS
8 gb of RAM
AMD FX (tm)-4130 Quad-Core Processor 3.80 GHz
NVIDIA GeForce GTX 660 graphics card
ST2000DM 001-1CH164 SATA Hard Drive
AsRock Motherboard (shouldn't be anything to do with the motherboard)

Can someone please help me? I know this is a common issue and I would like to get to the bottom of it, it's very annoying and it shouldn't be this bad.

Okay so I did a clean up like dextermat said, and it didn't solve the issue. One thing I'm noticing is my computer has been freezing up so much lately. For example, tried burning songs on to a disk in iTunes, and what would happen is it would freeze, and when I moved the mouse around the cursor would move very choppily and slowly. When I was in Windows Media Player, freeze ups and unresponsiveness, having to wait for the screen to unfreeze and close it out with task manager. When I was using Disk Cleanup, whole computer froze and unfroze multiple times before I closed it out.

Since disk cleaner wasn't working, I decided to just get Ccleaner and have it do the job. It seemed to work, until I had to pause the video to go get the phone. Upon coming back and unpausing, the video quality seemed to vanish and it started downgrading with minor skips, and soon began totally freezing up while the audio played like before.

Oh, and just as I was on my way to post back here, my entire computer froze up and Chrome minimized itself, making a small *boop* noise. I have no idea what that was about, but it can't be good or mean the computer is working like it should, because it's not.

This is utterly frustrating. There must be something going seriously wrong here for a fairly new build to all of a sudden just start crapping out like this. Anyone have any ideas?
 
Now even a game I play a lot, Runescape, has frozen up and black screened, causing me to close it out. That never used to happen. Is something seriously wrong with my PC? Seems like it just went right to shit in the past day???
 
It could be an issue with CPU heating. I hope you're not running a stock CPU fan / heatsink. Have you monitored the CPU temps? Also note that the FX-4130 performs worse than an i5-750 in mostly everything. You should look into upgrading to an FX-8350 since it is a lot better.
 


Errr.... Yes I am using the stock CPU fan / heatsink. I actually have a Cooler Master Hyper N520 CPU Cooler just sitting it it's box from when I was first building my computer, but I realized the AMD CPU came with a stock heatsink so I just figured it was better to use the one that came with it. Oops...

I do have CPUID HWMonitor, and I personally don't see any unusually high heat levels, although, I am a computer science major, so I'm still learning a lot of things. Do these temperatures look okay?

I suppose I can look into getting a new processor, but only if you think it's recommended and it will most likely solve the root of this problem.
 
CPU temps look rather low (seems to be in idle state). But even in idle, my CPU runs a good 20°C warmer, but programs seldom lag or freeze. It could be because I'm running a hyperthreaded Intel CPU. Anyway, try posting the temps when under load.
 


Under load how? Like doing the normal things I usually do on the computer?

Checked the temperature of my cpu when playing a game from it's desktop client, 15 degrees C again, I don't understand this. Also, problems with Chrome are persisting, it just seems to load everything slowly, random moments where everything just completely freezes, unresponsiveness to some features, such as when clicking something it doesn't open like it should.

Same thing with my computer, disk cleanup completely froze my computer up, as well as not responding when opening the program. Windows Media Player not opening when clicking it. I mean, it could just be the unfortunate case that perhaps ALL of these programs have some kind of issue with them that needs to be individually fixed, as well as Chrome and my game, but seriously, I find that extremely hard to believe. I can tell my computer's overall functioning has decreased greatly.
 


Okay, I'm restoring all the way back to the 14th of August. It seems it's going to go past several windows updates. What should I look for or try to avoid when I restore?
 


Did a restore, then ran MalwareBytes, ended up finding these two viruses. So I quarantined/deleted them, and now I'm going to do another scan to see if it picks up anymore. Do you think this could have anything to do with my problems?

I believe I do, after the restore and deleting the viruses, my computer is back to the way it was before these issues started. Everything seems to be back to normal. So far so good, if anything changes I'll post back here
