Hello all,

I want to buy a netbook/laptop at a reasonable, affordable price with the following features:

-Must have SSD (doesn't have to have large space, a minimal space of 32GB is adequate)
-HDMI to output to TV (I have a large television to which I'll output films from my netbook/laptop)
-USB 3.0 (I have a USB flash drive to use with this)

Furthermore I won't be playing any video games on it. Additionally I want to use it to browse the web, and use word processing software.

Solution
Low end laptops that only have 32GB of storage (I have not seen 64GB versions) have eMMC drives which are solid state drives. eMMC drives are a bit faster than 5400 RPM hard drives, and are definitely not as fast as SSDs.

eMMC storage is widely used in tablet and smartphones. They are much less expensive compared to SSDs.

The 2014 version of the HP Stream 11 should be a decent representation of low cost netbooks that uses Intel Atom CPUs and comes with 32GB of EMMC storage. There is also the more recently released 2015 version.

I have had good success with refurbished thinkpad laptops.
Most any vintage will do.
Buy one with minimal hard drive and ram. and, the os of your choice.
I then buy my own ssd and ram if necessary.

Usb2.0 is ok, it is compatible with usb3.0 devices, just slower.

You can probably do this on $200.
