ASUS Suite 2/Cpu-z CPU Frequency Question

I've noticed that CPU-Z is giving me a different speed reading on my CPU than ASUS Suite. Is there a reason why the reading in CPU-Z is higher? Note: I do have C states and Intel Speed Step turned on.

No , when computer is idle it shows a slower speed.

That's why I am confused. The computer was idle as you can tell on the left but why did CPU-Z show it as if i was running something full load?

Just run cpu z and watch it fluctuate.

That's the thing, it doesn't. It stays around 3.5ghz - 3.7ghz when it's not under load. When it is, it does the same. But that is not the case for ASUS' reader. That one shows that it drops from 3.5ghz to 1.6ghz When not under load.
