I am attempting to simply ascertain if the video card can be used as a video capture device to capture old video from a VHS home movie, and thereby create a digital file suitable for editing. Any advice would be greatly appreciated. Thank youy.

No. The specs show that it has 4 outputs, but no inputs. The "All-in-Wonder" radeons had video inputs, but they're pretty much obsolete, and I don't think they were available for laptops anyway. You should look into getting a USB video capture device.

Or course in your case you would just leave the digital file on your hard drive. You don't have to burn to DVD.
