The sims 3 would need to be bought from EA's Origin, Gamestop Impulse, or Valve's Steam to be able to work that way. Otherwise legally you would not be able to install it to your notebook without an optical drive and run the game without stripping the DRM as it does have disk checks. Now if you do own disks to the games you can register the CD-keys to origin and install them onto the notebook. This also works for keys bought through steam. This way you don't need any sort of physical medium. Although I think it does an internet check instead but I am not sure.
As caqde says your best bet would be to activate the cd key on Origin then you would not need the cd. I do know that my retail copy I was able to enter the key in Origin and then download the digital version. That should get you going as long as your notebook can handle The Sims 3
