can I run it with this spec intel core i3 with 4gb ram and intel hd graphics 3000 2.40GHZ and also tell me that can I run it without lag thanks

No. I tried it playing on my desktop (i5 3570K with Intel HD 4000, 8GB RAM dual channel 1866Mhz) and it ran around 17fps at lowest settings at 1280x720.

There are Youtube vids using HD 3000 but usually in a laptop. You should check that out.
