can i upgrade my asus s56cm laptop (Intel® Core™ i3 3217U 3M, 1.8 GHz Processor) with 3rd generation i5, i checked my chipset is intel h76 express. or any other processor i need 2+ghz frequency.

A i5-3317U should be possible since it has been sold with that processor.
But why do you need a faster processor?

You can change. But it will affect laptop's overall performance. Also calculate th costs also.
